Construction Management Plan

The Construction Management Plan is a binding agreement between the City and Mather that was put in place to give the neighborhood certain protections. A short, but not complete, list of construction rules follows.

  • On weekdays, work can begin no earlier than 7 am must end by 6 pm. On Saturdays, work can begin at 8 am and must end by 5 pm.
  • All workers are required to park on-site or in one of the public parking garages operated by the City. There is to be absolutely no parking of construction personnel on neighborhood streets.
  • All construction vehicles must follow a prescribed route to and from the site. The incoming route is Chicago Avenue to Grove, East on Grove to Hinman and North on Hinman to the construction site. Trucks may leave the site going North on Hinman to Clark and then West on Clark to Chicago Avenue or alternately take Davis to Chicago Avenue. Under no circumstances should trucks be approaching from the North on Hinman or making a left turn into the construction site.
  • Trucks may not stage in any designated loading zone per City Ordinance.
  • Whenever possible, construction vehicles should not stage on the neighboring streets, but should attempt to arrive at the worksite on an "just in time" basis.
  • If trucks do arrive early, they must turn off their engines if they will be parked for longer than 5 minutes. From the City Website: "Evanston City Council adopted an anti-idling ordinance at the June 26, 2006, City Council meeting. The new ordinance prohibits standing or parked vehicles that are over 8,000 lbs. in gross weight from idling their engines for more than five minutes in any 60 minute period."
